China, Russia, and Iran are not politically identical — China is single-party communist, Russia is an authoritarian market economy, Iran is a clerical theocracy. But all three control their populations' internet access through the same technical lever: a centralized naming and routing layer that one authority can edit, filter, or sever. That lever is the target. Here is exactly what Handshake does to it.

China: the Great Firewall's DNS manipulation stops working the way it works today

China's firewall injects false DNS responses for blocked domains — when you query a censored name, the state's infrastructure answers with a fake or empty result before the real answer arrives. This works because China controls the resolvers sitting between the user and the domain. On Handshake, the root itself is a blockchain replicated across independent nodes worldwide. There is no single resolver China can order to lie about a Handshake name's existence, because ownership and resolution data live on a ledger no domestic authority administers. China can still block the IP address a Handshake name points to at the network level — that fight is unchanged. But the specific technique of quietly forging a "this domain doesn't exist" response stops being possible for names anchored on Handshake's root, because there's no authority positioned to forge it.

Russia: the sovereign internet law's legal foundation gets bypassed, not defeated

Russia's 2019 sovereign internet law compels ISPs to route traffic through state checkpoints and empowers Roskomnadzor to maintain a domestic DNS root Russia could switch to unilaterally, disconnecting from the global root while keeping RuNet functional internally. Handshake does not stop Russia from building or using that domestic root — a state can always choose to make its citizens query its own root instead of the global one, and that is a decision made in law and infrastructure, not something a naming protocol can override from outside. What Handshake does change is the leverage Russia has over the global root itself: it removes Russia's ability to pressure a single external authority (ICANN, a registrar, a registry operator) to alter global resolution on its behalf, because no single authority holds that power anymore. The result is not "Russia loses control of its own internet" — it's "Russia's internet becomes more explicitly separate from the rest of the world's," because the global root is no longer something a state actor can lean on.

Iran: the National Information Network's kill-switch capability is unaffected

Iran's National Information Network lets the state fully sever the country's connection to the global internet during unrest while keeping domestic services running — this is a physical and administrative disconnection, not a naming-layer trick, and Handshake has no answer to a government simply turning off the pipes. What Handshake does change is what happens the moment that connection is restored: names and identities anchored on Handshake persist exactly as they were, unseized and unaltered, because no external authority had the power to touch them during the blackout. Under the current model, a domain can be seized or a service delisted while a government has your attention; under Handshake's model, there is nothing to seize. That is a narrow but real difference for journalists, dissidents, and platforms trying to survive a shutdown-reconnect cycle.

What changes in world politics — stated as consequences, not predictions

These follow directly from the architecture, not from guesswork about how any government will react:

  • The global DNS root stops being a lever any single government can pull. Today, sufficient legal or diplomatic pressure on the U.S. Department of Commerce, ICANN, or a major registrar can theoretically affect global name resolution. A blockchain root with no central operator removes that lever entirely — there is no one left to pressure.
  • States with existing domestic roots have a harder case for calling their approach "temporary" or "transitional." Once the global root is provably outside any state's reach, a domestic alternate root stops being a stopgap and becomes a permanent parallel system by necessity, not by choice deferred.
  • Internet fragmentation becomes structural rather than incidental. The internet already fragments along political lines through firewalls and domestic networks. Handshake formalizes that fragmentation at the root level: there will be the global permissionless root, and there will be sovereign roots states run in parallel, and the two will not reconcile.
  • Sovereignty arguments made at the UN by China and Russia gain a concrete technical counterpart. Both countries have argued at UN forums that states should have the right to govern their own national internet. A non-state-controlled global root directly contradicts that position by design, which sharpens — not softens — the existing diplomatic conflict over internet governance.

The one honest limit

Handshake changes who controls the naming layer. It does not touch the network layer — IP blocking, ISP-level filtering, and the physical ability to disconnect a country from the internet remain entirely in state hands, in all three countries, regardless of what root a domain is issued from. Anyone claiming otherwise is selling the technology, not explaining it.
